Indonesia ASIC Miner Import Tax: Duty, VAT and Customs Guide

What Indonesian customs actually charges on an imported ASIC miner: the 7.5% consignment duty tier, the 11% effective VAT rate (and why Bea Cukai's own page says 12%), the $1,500 formal-import threshold, and three worked landed-cost examples using real catalog prices.

Published/updated 28 September 2026. Figures below cite Indonesia's Directorate General of Customs and Excise (Bea Cukai, beacukai.go.id), Peraturan Menteri Keuangan (PMK) No. 199/PMK.10/2019, and DHL's own Indonesia import-duty guide. Worked examples use live minerhaolan.com catalog prices as of this date — re-check current pricing before you order.

If you're buying an ASIC miner from Hong Kong and shipping it to Jakarta, Surabaya, or anywhere else in Indonesia: Bea Cukai (Indonesian customs) charges import duty and VAT on almost every shipment, the rate depends on the FOB (freight-on-board) value you declare, and shipments above USD 1,500 get pulled into a more involved formal-import process. There is no crypto-specific import ban on mining hardware — you clear customs as ordinary imported electronics.

This guide covers the actual duty and VAT tiers, three worked landed-cost examples using real catalog prices, when you need a business import license, and what happens at each step once your order clears Indonesian customs.

Duty and VAT tiers on ASIC miners entering Indonesia

Indonesia taxes personal and courier shipments — DHL, FedEx, and similar express couriers — under the "barang kiriman" (consignment goods) rules set out in PMK 199/2019, implemented by Bea Cukai's own regulation PER-02/BC/2020. The rule is tiered by the FOB value declared on the shipment's commercial invoice, not the final landed cost:

FOB value (per shipment)Import duty (Bea Masuk)VAT (PPN)Income tax (PPh)Route
Up to USD 3Exempt (0%)ChargedExemptBarang kiriman (consignment)
USD 3 – USD 1,5007.5% flatChargedExemptBarang kiriman (consignment)
Over USD 1,500General/MFN tariff by HS codeChargedAppliesFormal import (PIB)

Source: beacukai.go.id/barangkiriman, the official Bea Cukai consignment-shipment page, and regional DJBC office mirrors (Kanwil Bea Cukai Aceh, Bea Cukai Bandar Lampung) that cite the same PMK 199/2019 figures.

A few things worth knowing before you order:

  1. The USD 3 de-minimis is not a tax-free threshold. Duty is waived below USD 3, but VAT is still charged even on shipments that small. This replaced a much higher USD 75 de-minimis that was phased out on 1 January 2020.

  2. Computer hardware and ASIC miners are not in any special commodity category. Bea Cukai's schedule singles out a handful of categories for different rates — books at 0%, watches/cosmetics/iron-steel at 15%, bags/textiles/footwear/bicycles at 25% — and mining hardware isn't one of them. It falls under the standard 7.5% consignment rate for FOB USD 3–1,500, or the general HS-code tariff above that.

  3. No official Bea Cukai source publishes an ASIC-specific HS code duty rate. A third-party import-logistics site (ioreor.com) lists HS code 8543.70.90 with an indicative 5–10% duty for crypto mining machines, which is directionally consistent with the 7.5% consignment rate above it — but this is a commercial secondary source, not a Bea Cukai publication. If your order is filed as a formal import above USD 1,500, confirm the exact HS classification and rate with a licensed customs broker before you commit to a landed-cost figure.
  4. The 11% vs. 12% VAT discrepancy — and which one actually applies

Here's something we ran into directly while researching this guide, and we're not going to paper over it: Bea Cukai's own barangkiriman page states "PPN 12%" in its rate table, for both the sub-USD 3 and USD 3–1,500 tiers.

But every other source we checked — DHL's own Indonesia duties guide, and the regional Bea Cukai office FAQs that spell out the actual calculation — describes the effective standard VAT rate as 11%, using a mechanic written as 11/12 × 12%. Indonesia's statutory VAT rate did rise to 12% on 1 January 2025 under the amended VAT Law, but that full 12% rate is reserved for genuine luxury goods. For everything else, the 12% rate is applied to an 11/12 tax base, which nets out to an effective 11%.

DHL's own guide puts it plainly: "The standard VAT rate for importing taxable goods and services in Indonesia remains at 11%. However, starting 1 January 2025, luxury goods will be subject to a 12% VAT." The Bea Cukai Aceh regional FAQ spells out the same formula directly: PPN is collected at "11% (11/12 x 12%)."

An ASIC miner is standard imported electronics, not a luxury good, so plan on 11% effective VAT. We're flagging the bare "12%" on Bea Cukai's national page rather than quietly picking a number, because if you're doing your own landed-cost math from that page alone, you'd overstate your VAT by roughly 9%. Given how often Indonesian VAT policy has moved recently, it's worth a quick re-check against beacukai.go.id closer to when you actually place an order.

    Three worked landed-cost examples

These are illustrative estimates only, calculated from the duty/VAT rules above and current minerhaolan.com catalog prices as of 28 September 2026 — not a guaranteed customs assessment. Bea Cukai has final say on the FOB value it accepts and the duty it assesses; always budget some margin and confirm specifics with a customs broker for anything filed as a formal import.

Each example adds minerhaolan.com's flat USD 150 DHL shipping charge (free over USD 5,000) into the VAT base, since Indonesian import tax is calculated against the shipment's total declared value, not just the item price.

    Example 1 — Avalon A1246 ($360 FOB), consignment tier

    Avalon A1246 ASIC miner
    Avalon A1246 ASIC miner

  5. FOB value: $360 → falls in the USD 3–1,500 tier

  6. Duty: 7.5% × $360 = ~$27

  7. VAT base: $360 + $27 duty + $150 freight = $537

  8. VAT: 11% × $537 = ~$59

  9. Estimated total landed cost: $360 + $150 + $27 + $59 = ~$596
  10. Example 2 — Antminer S19 XP ($1,080 FOB), consignment tier

    Antminer S19 XP ASIC miner
    Antminer S19 XP ASIC miner

  11. FOB value: $1,080 → still within the USD 3–1,500 consignment tier

  12. Duty: 7.5% × $1,080 = ~$81

  13. VAT base: $1,080 + $81 + $150 = $1,311

  14. VAT: 11% × $1,311 = ~$144

  15. Estimated total landed cost: $1,080 + $150 + $81 + $144 = ~$1,455
  16. Example 3 — Antminer S21+ ($3,600 FOB), formal-import tier

    Antminer S21+ ASIC miner
    Antminer S21+ ASIC miner

  17. FOB value: $3,600 → above USD 1,500, so this clears as a formal import (PIB) under the general HS-code MFN tariff rather than the flat 7.5% consignment rate

  18. Duty, using the unconfirmed 5–10% indicative range from the secondary HS-code source above (verify the actual rate with a broker before you order): 5% × $3,600 = $180, or 10% × $3,600 = $360

  19. VAT base: $3,600 + duty + $150 freight = $3,930 to $4,110

  20. VAT: 11% × that base = ~$432 to ~$452

  21. Estimated total landed cost: ~$4,362 to ~$4,562, before any PPh (income tax) component, which the official duty table shows as applicable above the USD 1,500 threshold but for which no general consumer-facing PPh rate is published — ask your broker what applies to your specific HS classification
  22. The pattern across all three: duty stays modest relative to the device price, VAT is the bigger line item once you're past the low end of the consignment tier, and crossing USD 1,500 adds real uncertainty (unpublished tariff rate, PPh applying, formal paperwork) rather than a clean percentage bump.

Do you need a business import license (NIB)?

For most minerhaolan.com customers, no. An NIB (Nomor Induk Berusaha), obtained through Indonesia's OSS RBA system, is the registration that lets someone act as a commercial importer of record — the kind of paperwork a business bringing in inventory to resell needs. A private individual receiving a personal shipment through DHL's barang-kiriman consignment process does not need to hold an NIB; DHL and Bea Cukai handle clearance under the consignment rules described above.

Where this changes: if you're importing multiple units for resale, running a hosting business that imports fleets of machines, or otherwise acting as a commercial importer rather than a one-off buyer, you're outside the personal-shipment process and should register for an NIB and expect formal PIB filing regardless of value.

Two other compliance points, flagged honestly because we couldn't confirm them to a specific ASIC-miner ruling:

  23. SNI certification (Indonesia's national standard, run by Kemenperin/BSN) is mandatory for some electronics categories, with enforcement reportedly tightened in 2026. Whether ASIC miners specifically sit on the current mandatory-product list wasn't confirmed against an official BSN registry — this may apply depending on classification, so confirm with your customs broker before ordering at scale.

  24. SDPPI (Postel) type-approval applies to devices with a radio-frequency or network module — Wi-Fi, Bluetooth, cellular. Standard wired-Ethernet ASIC miners likely fall outside its scope, but check per model if yours has integrated Wi-Fi.
  25. There is no crypto-specific import restriction or licensing regime for mining hardware in Indonesian customs sources — you clear as ordinary imported electronics.

What happens when your order clears Indonesian customs

  26. Order and invoice. minerhaolan.com generates a DHL waybill with a commercial invoice showing the FOB value — the number Bea Cukai's tier table is applied against.

  27. Export from Hong Kong. DHL runs a dedicated Hong Kong–Jakarta freighter route four times a week (launched October 2024) alongside standard Express Worldwide routing, part of why Jakarta and Surabaya see more consistent transit times than remote islands.

  28. Arrival and customs assessment. Your shipment is held at the DHL gateway while Bea Cukai assesses the declared FOB value against the tiers above and calculates duty and VAT (or, above USD 1,500, routes it into formal PIB processing).

  29. DHL collects the assessed charges. DHL typically pays the assessed duty and VAT to release your shipment, then invoices you separately from minerhaolan.com's product price and shipping charge — standard practice for express-courier imports.

  30. Final-mile delivery. Once cleared and any assessed charges are settled, your shipment moves to final delivery.
  31. Why trust these figures

Every duty and VAT figure here is sourced directly to Bea Cukai's own barangkiriman page, PMK 199/2019, and DHL's published Indonesia duties guide — cited by name rather than paraphrased from a secondary blog. Where a number wasn't confirmed by an official source (the exact ASIC HS-code tariff, SNI applicability to mining hardware), we said so instead of rounding to something that sounds authoritative. The worked examples use live catalog prices as of the publish date above, not placeholder figures.

    Frequently Asked Questions

Is there a duty-free threshold for ASIC miners shipped to Indonesia?+
Yes — shipments with an FOB value up to USD 3 are exempt from import duty. VAT is still charged even below that threshold, so it isn't a fully tax-free entry point.
Will I pay 11% or 12% VAT on my miner?+
Effectively 11%. Bea Cukai's rate table shows a bare "12%," but that's the statutory rate applied to an 11/12 tax base, which nets to 11% for standard goods. The full 12% rate is reserved for luxury goods, which ASIC miners are not.
Do I need a business license to import a mining rig for personal use?+
No. An NIB is only required for commercial importers of record — businesses bringing in inventory to resell. A personal DHL shipment clears under Indonesia's barang-kiriman consignment rules without one.
Is crypto mining hardware restricted or banned in Indonesia?+
No crypto-specific import ban or licensing regime was found in Bea Cukai sources. ASIC miners clear as ordinary imported electronics, subject to the same general compliance questions (SNI, SDPPI) any electronics import faces — not a crypto-specific restriction.
Who actually pays the duty and VAT — minerhaolan.com or me?+
Bea Cukai assesses duty and VAT against your shipment, and DHL collects that amount from you as the consignee at clearance or before final delivery. It's separate from the device price and the flat DHL shipping charge, and isn't something we collect or guarantee a figure for in advance — the worked examples above are estimates to help you budget, not a quote.
